System Transfer is a feature for the Wii/Wii U and Nintendo DSi/Nintendo 3DS families of consoles used to transfer downloaded games/data/themes from one system to another.
As any downloaded games normally must be played on the console that downloaded them (even if the content was stored on an SD Card and the SD Card was moved), this is the only legitimate way to play software on the new system without downloading it/purchasing it again.
Some data will not transfer over, such as Internet Channel and Photo Channel data (Wii) and (originally) DSiWare game save files, however games will be transferred including promotional ones from the Nintendo 3DS Ambassador Program.
